CAE Question: Which amount is the most a 501(c)(3) assn w/ $3M budget could spend on lobbying & qualify under the “insubstantial” rule? I guessed $150K (because assns can spend up to 5% of budget & be “insubstantial” – but answer key says I’m wrong. Help?
